Development services

UGL Regional Linx (UGLRL) provides development services, including assessments for:

  • Development Applications (DAs)
  • State Significant Developments (SSDs)
  • State Significant Infrastructure (SSIs)
  • Landowner Consents (LoC), and
  • adjacent developments that impact the Country Regional Network (CRN).

 

Any entity seeking LoC for development on Transport Asset Manager (TAM) land managed by UGLRL must apply through the development team.

As part of UGLRL’s operations, we manage more than 100 applications and requests annually, including grant and heritage consent applications for CRN corridors.

 

Our development services Include:

  • Providing LoC for lodging DAs, SSDs, and SSIs within the CRN corridor.
  • Granting consent for grant applications and heritage approvals for Heritage NSW (HfNSW).
  • Assessing DA applications received from Transport for NSW (TfNSW) development teams.
  • Reviewing Environmental Impact Statements (EIS), Secretary’s Environmental Assessment Reports (SEARs), and Responses to Submissions (RTS) for major projects.
  • Reviewing divestment and disposal proposals for CRN land to declare surplus to operational requirements.

Additionally, we review developments adjacent to rail corridors under clauses specified in the State Environmental Planning Policy (SEPP) – Transport & Infrastructure 2021, the Environmental Planning and Assessment (EP&A) Act 1979, and other relevant legislation.

 

Permissible developments in the rail corridor

Permitted developments may include:

  • new or upgraded railway infrastructure
  • stations and associated facilities
  • bridge and tunnel construction
  • intermodal facilities
  • maintenance workshops and depots
  • public access infrastructure
  • electrical infrastructure
  • temporary construction facilities
  • green infrastructure
  • commercial and retail uses
  • urban renewal and precinct planning
  • buildings and ancillary structures.

Note: If your proposed development is not listed above, you must still ensure that all required consents and assessments are completed before lodging a DA within the rail corridor. Please review the minimum document checklist, as incomplete applications will result in significant delays.

 

Important information

The development team manages consent and referrals only. We do not provide permission to access the rail corridor.

Access permissions are handled by the third-party works (TPW) and property services teams.

For activities requiring access or a license for works within the rail corridor, please get in touch with the TPW team for review and assessment.

Processing times

Processing times vary depending on application complexity. While we cannot guarantee fixed timeframes, the minimum turnaround for LoC applications is two weeks, provided all required documents and information are complete.

Incomplete or unclear submissions will cause delays. Applicants are strongly encouraged to provide all relevant information upfront or promptly when requested. For clarification, please get in touch with the development team.
